Feb. 10, 2010 - Meeting Minutes
Meeting called to order at 1812 hrs
Members present: Wendy Bredow, Mark Berry, Mike Taylor, Council Member Liaison John Nixon

OLD BUSINESS:
Fire Chief Position Description Review:
Suggestions:
- Job should be announced from March 1 – 26th with the option to extend if necessary.
- Committee suggests the job be on a salary basis versus wage and negotiable with the candidate
- Under Hours of work, for the first 4 months, 40hrs/week is expected and then 30-40 hrs/week is expected thereafter.
- For employee benefits, vacation leave is negotiable.
Mark declared that he may have a conflict of interest because he is involved in the writing of a job announcement/description for which he may apply. Discussion ensued between the two committee members present. The chair ruled that Mark be allowed to continue in the review of the position announcement/description.
5. Under Supervisory: Plans, coordinates, supervises and evaluates all department operations.
6. Under Budget: Prepare, present, and implement the annual Department budget. Plans for and reviews specifications for new and/or replacement equipment.
7. Under Peripheral Duties:
a. Obtain and maintain the Airport Rescue and Fire Fighter (ARFF) certification, participate in duties as scheduling requires. Oversees the contract of the with the State of AK and ensures all obligations are met.
b. Contributes to the preparation of the tri-annual committee reports to the city council (report to be presented by committee member).
c. Complete annual training as necessary to maintain required certifications.
Upon review of the Fire Chief Job announcmenet and positions description. Wendy will compile all comments into a complete document and submit it to Council member Nixon, City Clerk Manchester for review at the Feb. 18th work session.
FIRE CHIEF REPORT
Fire: The quote from Phil Kesterson for the bathroom project was less than $1,000, upon review of the budget, we will have the work done.
Steve Manchester and Jim Martell spent 7.5 hours each to work on the 3 malfunctioning pre-connects on E-7. Two pre-connects are now functional and parts for the third one should arrive soon. Mark hopes to finish work on the 3rd connection soon.
A new air compressor was purchased for filling tires and can be used to keep connected to the response vehicle apparati if necessary.
EMS: The ambulance did not start at last night’s drill. Today Steve Manchester got the batteries into the ambulance and it is now on-line!
Mark and Ed Bond have scheduled the MCI drill for Saturday, May 15th. Ed will be looking into any funding dollars the state can contribute. Mark will be contacting all the other agencies to be involved in the drill. (USCG, NPS, etc.)
The drill schedule for EMS has been created and will be posted. The Fire drill schedule will be drafted soon.
Mark will post the ARFF job announcement tomorrow. It will be open for two weeks.
Next meeting will be determined.
VOX POPULI: John Nixon requested that the fire chief ensure that someone is designated to be in command upon the chief’s absence from town and/or ability to respond. If the department has no alternative to take command, then it must be posted in the community that we do not have a functioning fire department while responders are unavailable.
