Finance Committee Minutes
Tuesday, December 18th 2007

Meeting started: 7:00 PM
Agenda:
● Mayor will discuss Finance Committee membership
● Committee operating budget format will be created for approval by the City Council
● Committee capital budget format will be created for review and recommendation from the Planning Committee and then passed on for approval by the City Council
November 29th, 2007 Finance Committee Minutes were read and Becky request a correction to the Minutes regarding committee member, Bruce Tedtsen, being absent from that meeting. Correction was noted and Minutes accepted.
Agenda Item: Mayor will discuss Finance Committee membership
There was a conflict of interest discussion regarding Paul as a Finance Committee member and manager of a city entity. Bruce commented he does the Fire Department budget and he does not see a conflict of interest issue with Paul. Also discussed was the issue of Kapryce being a member of the Finance Committee and the committee decided she should not be a member of the committee.

A sample operating budget document was presented to the committee for comment. There was discussion regarding modification to the document.
Agenda Item: Committee capital budget format
A sample capital item request form and capital budget document was presented to the committee for comment. There was discussion regarding modifications to both documents.
There was further discussion regarding budget rollover for committees and it was determined that there should be no rollover. Those monies should be requested by the committees in their new budget. Bruce commented on how the Fire Department has encumbered funds for a Fixed Asset for the department.
Becky commented on the format for the Budget Info Session on the last Saturday in February, 2008. The committee discussed having an example committee named the Complaint Committee create its committee budget. This example budget meeting should coincide with a power point presentation.
Becky presented a proposed ordinance to modify the existing Fire Department budget ordinance. After discussion, the committee decided it would be best to strike the existing ordinance rather then modify it.
Becky moves to have the City Council strike Section 06.02.030 (f) “The Fire Chief shall annually submit to the City Council a tentative budget by March 1 for the departments following FY needs.”
Jim seconds the motion.
The motion passes unanimously.
Bruce moves to accept capital budget format as proposed by the committee.
Becky seconds the motion.
The motion passes unanimously.
Bruce moves to accept operation budget format as proposed by the committee.
Ken seconds the motion.
The motion passes unanimously.
Becky requested the committee meet Monday, January 21 rather than the scheduled meeting date and the affirmed her request.
