Lands Committee Meeting Minutes 12-11-2007

 

Lands Committee Meeting Announcement and agenda

Meeting held in the City Hall on Tues. Dec. 11th, at 7:00 p.m. Always open to the Public

1.     Call to order by the Chair.   - Ken

2.     Role Call – Rita Wilson, Hayden Kaden, Ponch Marchbanks, Paul Berry, Ken Klawunder   Hayden was absent

3.     Review and Approval of Agenda- The agenda was accepted

4.     Approval of Minutes – Read Minutes of last meeting [October 3rd, 2007]

5.     Unfinished Business –

a.     Status of the survey project and the start of the next. Mr. Craig Templin is just about finished with all the changes requested by DNR and we should be getting title to the Landfill lands soon. As soon as things are accepted by DNR we will be getting the Survey Instructions for the Harbor Lands or the Airport Lands. ( We sent in two Requests for Survey Instructions.) Once we get the instructions we will be able to hire a surveyor to begin work on the Muni Lands.

b.     Shooting Range Land – 810 Public and Charitable Land not a lease - report from the group.   No Report from the Shooting Range Group.

c.      Public and Charitable Land Request – Are all requests in?    The group began a discussion regarding the Public and Charitable lands which may be requested by the city. There have been few committee requests for land to be acquired under the P & C Statutes except for the City Hall, the boat harbor and the Airport Triangle through a request from the DRC committee. WE may have to wait until 2009 before we can move on the acquisition of P & C lands.

6.     New Business –  

a.     Gravel Pit expansion

                                                             i.      Lon Carson to dredge gravel from his and city pit. There is some confusion as to what will happen at the Gravel pit with Lon Carson. The Past Chair told Mr. Deats that the city had no problem with the deep dredging of the city pit as long as the drive through was not violated. The city cleared the land and wishes to use that area to extract as many years of gravel from it as possible.

b.     Patrick Greene – DNR surveyor – explain the survey instructions and the Templin survey. There was an update on the problem with the survey instructions as explained before by the Chair. The Folks who obtained the McCoy property had a right, according to DNR, to have personal access to the river without traveling over any other property. Survey Instructions were altered to provide this and Mr. Templin did the necessary work to make that happen.

c.      Survey Instructions – Two separate instruction packets.- Harbor and Airport –How we proceed from here. This was explained

d.     Public and Charitable Land Acquisition To take place after the Muni lands are secured.

e.      Election of Officers There were no takers for the officers of the committee. No decision was made.

f.       Where should we go as a committee? In a nut shell, we need to stand down for a time until the landfill is ours and the survey instructions from DNR are released.

9.       Next meeting on Wed. 2nd of January 2008 at 7 pm in the city hall.

10.                        Adjournment –   Motion by Ponch and 2nd by Rita, No discussion and the vote was unanimous.
