July 14 meeting minutes. Motion made by Wayne to Revise minutes to reflect action taken on the naming policy. Jim seconds. Passed unanimously.

Jim made motion to accept the minutes as amended. Seconded by Wayne. Passed unanimoujsly.

Annual Planning Policy discussion:

Nate summarized the draft policy being worked on, both the notes from May and Ken Klawunder's comments on our draft policy. Wayne suggested looking at NPS policies from 2006 for examples.

Provide a Background section that explains why the policy is needed, what processes it will cover and how they developed.

Project scoping forms can be worked on throughout the year. Projects being actively worked on should appear on the committee's annual work plan. Need to develop a set of criteria for each funding source so committees can apply to the most appropriate source to fund a project. Should these criteria go into the planning guidance and support section on the website? Planning committee will educate on the various procedures. Clarified the dates by which different funding needs to be applied for. Allison will work on the revision and send around for comment.

Wayne discussed the background on the naming policy drafts worked from. It is on the agenda for the August 7 work session.

Committee members and officers:

Jim Healey will be taking a sabbatical. Would like to re-apply (term was up on June 14, 2008) and serve until November. Will wait to elect officers until we have any applications approved by the City.

Discussed upcoming planning process for waterfront. Planning committee would be directly involved in that effort.

Nate brought up policy on information management, communication, email and electronic records, paper records, Nate volunteered to work up an initial draft for comment. Wayne suggested creating a city letterhead reader file to be placed at city hall and library.
