Gustavus Public Library, 7 pm, December 1, 2008

In attendance:

Agenda change: add Adrianna's proposal to first item of new business

Meeting minutes from September 8 approved unanimously as written.

Old Business

Annual Planning P&P - Motion to move the Annual Planning Policy and Procedure forward to City Council with operating budget section to be re-written later. Passed unanimously.

Committee members and officers - no action because we are short of

Motion to table information and communications policy for now. Motion passes unanimously.

Discussion about policy and procedure in general: Concerns about drafts being available on city web site. Council now has before then naming, annual planning. Next in hopper for planning committee is information and communications. Wayne will look through list for miscellaneous P&P never formalized.

New Business

Adrianna Cahill proposes to do an organizational and job analysis for city of Gustavus as part of her master's of education graduate work. The analysis would result in a report including recommendations for increasing organizational effectiveness and create a job description for a new position. She is prepared to spend a substantial amount of time on the project but will need to work out the parameters before starting. There would be no cost for the work but staff time would be needed in the form of answering questionnaires and interviews. January through May would be her ideal time to work on this. Committee endorsed proposal. Nate to transmit to council, Wayne to seek agenda placement.

Reviewed 7 CIP requests. Approved them all for consistency with the strategic plan. Suggest some re-writes, addition of grant administration to two of the projects, possible combination of two projects. Nate recused from discussion of library and GCN projects. Nate to contact legislative office re: best to combine? Format(s)? Will offer to "package" submission to legislature following council action.
