 Call to Order at 7:00pm

 

 Roll Call: Sandi Marchbanks, Lou Cacciopo, Martha Romero, Becky King, Tim Gibson – Absent Hank Lentfer, Wayne Howell

 

 Reading of Minutes: Martha Romero reads minutes from June 23rd Meeting. Minutes Approved.

 

 Public Comment on Non-agenda Items: Letter from Ken and Diane Klawunder read By Mayor Sandi Marchbanks regarding an upcoming meeting of the Local Advisory Committee for Icy Strait on July 17th, 2004. A special invitation to a delegation from the City Council was included in the letter.

 

Mayor Sandi Marchbanks asks if Ken would like to comment. He declines.

City Council Member Tim Gibson asks about the delegation and Ken explains that the a delegation from the City Council would carry more weight with the State Board.

 

 Presentation of Sales and Room Tax Ordinance as Presented to Committee: Resubmittal of Room Tax Ordinance. Mayor Marchbanks reads changes. No comment from Council. Lou Questions wording in 04.14.050.

Motion is made to rewrite 04.14.050 to be changed from quarterly to monthly.

Lou Questions filing period, feels it is not clear in the ordinance.

Ordinance is amended.

Motion is made to adopt Room Tax Ordinance

Ordinance is adopted by a vote of 5/0

 

Sandi reads enactment process.

 

Resubmittal of Sales Tax Ordinance. Mayor Marchbanks reads changes. Sales Tax is amended to agree with Room Tax amendment.

Ordinance is adopted by a vote of 5/0

 

Sandi reads enactment process.

 

Mayor Marchbanks thanks the public for all of their comments and support.

 

Mayor Marchbanks informs public of a work session to explain tax forms to be held in early August.

 

Mayor Marchbanks informs public of our intentions to put the Tax forms on the Gustavus Community website.

 

 New Business: Mayor Marchbanks reads Resolution for the Fairweather Fisheries Development Council.

Lou makes a motion to accept. Motion is seconded and Passed.

 

Mayor Marchbanks reads new business for next Thursday’s meeting on July 15th.

 

Mayor Marchbanks informs the public of the GCA’s plan and timeline for disbanding. She explains that they will be suspending their bylaws, not their mission statement. She also discusses money issues.

Further discussion on whether or not a committee can exist without a board. Issue is left unresolved.

 

Mayor Marchbanks discusses Land Legacy and explains the guidelines for it’s members. Public comment on State employee requirement, also on land ownership.

 

Public comment on the timeline for disbanding GCA. Mayor Marchbanks agrees with member of the public and explains that nothing will happen until the fall.

 

Another question about when local businesses need to register with the city. Mayor Marchbanks informs them that any time this month will be fine.

 

Public comments on Clerk’s hours and phone number. It is explained that we are working on the phone system, and that the Clerk will be available to work as is necessary.

 

 Old Business: Mayor Marchbanks discusses road issues and the National Forrest Receipts. Informs public that any volunteers to help Wayne will be greatly appreciated. Members of the public pledge their support.

 

Martha informs everyone that the Revenue and Finance Ordinances are due to be submitted soon.

 

No further comment from City Council.

 

Member of public praises City Council for all their efforts.

 

Motion to Adjourn. Motion seconded.
