Roll Call: Sandi Marchbanks, Lou Cacioppo, Martha Romero, Becky King, Tim Gibson, Wayne Howell, Hank Lentfer

Reading of Minutes: Minutes Approved

Public Comment on Non-agenda Items: Ken Klawunder talks about Fish & Game meeting in Hoonah. Thanks the City council for their letter.

Public Comment on Elections Ordinance: No public comment. Martha motions to adopt. Wayne seconds. Ordinance passes by a vote of 7/0.

Public Comment on Fire Department Ordinance: Mike Taylor questions "just cause" wording in ordinance. Sandi refers him to the personnel ordinance. Mike says he will accept her judgement.

Paul questions the $100.00 ambulance runs, and states that he did not see that in the ordinance. Sandi asks if it should be added. Hank comments that it is fire department policy, not city law.

Wayne questions if we need to add something about burn bans. Mike comments that the fire chief may already have that authority as a representative of the state fire marshal.

More public comment.

Wayne motions to adopt. Tim seconds. Motion passes 7/0.

Public Comment on Endowment Fund Ordinance: Nate thanks the City council and reads suggested changes to the ordinance. He then recommends that it be rewritten prior to adoption and volunteers to help however he can.

Diane Klawaunder expresses her appreciation to the City Council and reads her suggested changes. Diane also offers to help with rewriting the ordinance.

Paul Berry asks about Project Proposals and how one would present a proposal. He then points out that it doesn't list formal requirements or how to put proposals together, and that there doesn't appear to be a timeline.

Mary comments that she thought we were talking about the disaster fund.

The Council comments that the ordinance needs work and points out other changes that need to be made. Lou Motions to table it for further consideration. Hank suggests that a committee be formed to work on it, and then bring it back to the City Council. Motion to table passes by a vote of 7/0.

Sandi reminds everyone that the GCA's date of September 2nd may have to be set aside indefinitely. 

Public Comment on Sales Tax Exemption Amendment: Sandi explains what we are exempting and reads the new exemption. Martha recommends that we accept the amendment and Becky seconds. Motion passes 7/0.

Unfinished Business:

New Business: Tim and I discuss taxing the NPS rentals. I explain that we can't tax up. No further comments.

Hank discusses the Land Legacy and says it was a success.

Tim motions to adjourn at 8:01pm. Lou seconds.
