Minutes for the Gen Meeting 06/09/05

Approval of Minutes Minutes Approved 4/0
Non Agenda Items Eileen Clark introduced herself as a 26 year resident of Rink Creek Road. She thanked the council and the city for their efforts to maintain and manage Rink Creek road. She read a letter to the council voicing her concerns over the proposed construction for the road out to the Falls Creek Hydroelectric Plant. Please see attached copy of the letter.
Wayne Howell requested a copy of Eileen Clark's letter.
Diane Klawunder reminded that Nicole Grewe, Peter McKaye, and Peter Frer will be here for a meeting on Friday, June 24th at 7:00 pm to discuss implementation of the Gustavus Community Strategic Plan. On Saturday, June 25th there will also be a meeting @ 9:00 AM to help members of the different committees or other interested persons organize themselves in relation to the implementation of the Gustavus Community Strategic Plan. Diane also stated that everyone should thank the city and Paunch Marchbanks for the road maintenance and expounded on the benefits of passable roads.
Ordnance No. 2 A Non Code Ordinance for the City of Gustavus Providing for the Approval and Adoption of the Municipal Budget for the Fiscal Year 2006 Sandi read a prepared letter regarding budget. The letter explained budget items pertaining to income and their projected use in FY06 municipal budget. She explained that our budget is a work in progress and that the budget is on the conservative side. She explained the capitol projects. She also mentioned that prosecution is moving forward with non compliance in tax payment. She also asked that citizens do not forget volunteer spirit.
Sandi then explained that the Budget approval and Adoption ordinance is a non code ordinance lasting a year. Sandi asked for assembly action that Ordinance No. 2 be accepted. Ken Klawunder seconded the motion. Ordinance Passed 04/0
Sandi thanked Becky King and her help with the finalization of the budget. Wayne Howell thanked council, committees, and community for help in budget planning.
Small Municipality energy assistance program
Sandi restated what the Grant is for: $47,000 for the payment of back fuel bills for city services and for the payment of fuel and electricity for the future. She stated that the due date had been extended to June 30, 2006 but we would move forward immediately with the application for this grant. Wayne said that this was good.
Notice of funds allocated for New Marine Facility Planning Sandi explained how Dan Zobrist found out on a government website that we had been allocated $150,000.00, Senate bill #46, for the planning of a new marine facility and forwarded the information to her. This was drafted by Representative Bill Thomas. She also explained that the school put in for a bid for $2,000,000 for renovations and is expected to receive this funding. Sandi then said that the city council has written to state Government officials in support of the $150,000.00 funding for the planning of our new marine facilities and encouraged community members to also send letters of support. She said that council would send a letter to Representative Bill Thomas to thank him for the help he has given in this project
Assembly Comment Ken Klawunder showed pictures that he would be taking to Washington D.C. as graphic aids in the presentations that he and Sandi had prepared. He thanked Bill Eichenlaub and Tomie Lee at the Park for their help.
Kim Heacox noted that the GVFD was going through a difficult period. They currently are without a Fire Captain and the committee is working hard to find a new Fire Chief and an Administrative Assistant. He suggested that the mayor write a letter thanking the GVFD volunteers for their help in these matters. Sandi agreed that the council should write a letter of thanks.
Tim Gibson mentioned that in the work session on 6/07/05 concerns about troubles at the Gustavus School were discussed. He explained that we need to do something so we do not loose the tremendous resource that the school is to our community.
Discussion on the topic of the Gustavus School followed.
Wayne Howell thanked the Clarks for their input on the Rink Creek Road and thought that Wayne and Eileen Clark might be good candidates for the road committee.
