Marine Facilities Committee Report 10-13-2005

Marine Facilities Quartery Committee Report

 

The purpose of the Marine Facilities Committee is to work on the priorities stated in the Strategic Plan that deal with marine facilities needs, to find funding for these infrastructure needs, and to develop plans to see the project through to completion.  The committee will also take on other tasks as assigned by the City Council, make necessary reports and make recommendations to the Council.

 

Work Plan:

  1. Replacement of Gustavus dock with ferry/freight facility
    • The project is being handled by the City Council.  We did assist with updating the STIP nomination and this was sent to Deputy Commissioner Mal Menzies at DOT/PF.  This additional information outlined the loss of freight service, the recent 3 million dollar federal earmark and pointed out some dangerous situations that exist on the floats due to lack of management and absence of a wave barrier.

 

  1. Replacement of the Salmon River Boat Launch with new facility

·        Temporary patch completed.  Greg to monitor and advise COE when new rock has to be added.

·        Developed Salmon River Launch ramp/ramp barge proposal

·        Vic Winter of DOT/PH and Tom Donek, ADFG/sports fisheries visited

·        Delegation present proposal in Juneau and as a result we have been budgeted $600,000 for launch ramp project-available in July ‘06

·        Greg has started permitting process, John Scott will do design

·        We may be ready for construction next fall

·        Carol Dejka has applied for a DCCED mini grant for surveying cost of landfill and boat harbor.

3.  Ramp barge project (separate now since this is the one we need funding for)

·        Seeking funding from various sourced

·        Ramp Barge budget available, outstanding need,   $272,300.

·        Will be coming to Council when we know amounts we will need for city’s contribution. 

·        Funding possibilities are better when we are willing to contribute

4.  Harbor and float ordinances

·        Lou Cacioppo will be heading the effort and will have a draft to the Council in January

5.  Clean up or restoration of Salmon River Boat Harbor

·        Begin developing a plan for gradual clean up.  Will have council approval of plan with adequate public input during the process.
