Sandi told the community that there was still a lot of time for people to make commentary on this topic.

 

New Business

 

Ø      Should paid employees of the City of Gustavus be allowed to serve on the board of their respective departments?

 

Sandi introduced the topic.  She said that this is part of the process of establishing policy to elaborate and define ordinance.

Sandi asked the clerk to read any ordinance that may be pertinent to this discussion.  The clerk read Section 2.20.080 Provisions of Employment for City Council Members and 2.20.100 Conflicts of Interest.

 

Ø      Speed Limit Signs to be Posted on Wilson/Rink Creek Road

          Wayne Howell explained that the road signs were going up for safety reasons.

Committee Reports

 

Ø      Gustavus Volunteer Fire Department Committee

 

Ø      Road Committee

Wayne Howell explained that the road committee is going through some reconfiguration.  The new roster will be Richard Sirstad (chair), Mike Taylor, Laurie Ross, Kim Ney, Wayne Clark and Wayne Howell as the city council liaison to the committee.  Wayne explained that one of the issues the road committee is discussing is trimming brush along the unpaved roads in Gustavus.  Some possible solutions to this problem are purchasing equipment, renting the equipment, or renting the equipment from the state Department of Transportation.  The road committee will be meeting at 10:00 AM on Saturday the 19th to discuss this issue.

Wayne stated that the road committee has surplus funds to allocate for special projects.  Only 44,500.00 was spent of 85,000 last year and Gustavus has been allocated 95,000.00 this year for road maintenance.  Also snow plowing will begin shortly.  Wayne said if anyone has comments or concerns for the road committee to contact Richard Sirstad, the committee chair, or the city clerk.  Sandi also mentioned that culverts were purchased for road improvements at the end of Rink Creek Road.

 

 

Council Comments

 

Ø      Announcement of the Courses being offered at Sheldon Jackson University in Sitka January 16-21.

Ken Klawunder explained that courses were available if members of the community were interested.  So far the council wants Mike Atkins, Kim Heacox, and Carolyn Edleman to attend.  Carolyn Elder and Sandi Marchbanks are the first alternates.

Wayne mentioned that the council had been in touch with a gentleman by the name of Dave Lockhert.  He is a representative of AIEDA and is responsible for overseeing the development of infrastructure projects throughout the state.  The current projects here in Gustavus he has interest in are the Falls Creek Hydroelectric Project, the bulk fuel storage units, the intertie between the National Park and the Hydroelectric Plant, and a new generator house for the Gustavus Electric Company.  They are working with AEA to help lower power and fuel costs throughout the state.  His work is funded by the Denali Commission.

 

Sandi mentioned that once plans for the design of the Hydroelectric Plant are available they will be available for public review.
