Council Members;
We are writing today to voice our strong
concerns regarding much of the proposed Harbor Facilities Ordinances.
We believe that there are problems and concerns with harbors and docks which need to be addressed by the City,
however the ordinances presented in this document represent the
creation of an entirely new level of beaurcracy which we feel is premature and more
complex than necessary at this time.
We ask the City Council to request that the Marine Facilities
Committee present to the city their rational for the ordinances
proposed. The Committee should also present a proposed budget which includes all personnel, ie: bookkeeping, clerical and assistant
Harbormaster positions which will be necessary to implement this
plan.
Finally and most importantly the City
should not adopt this plan until it is put before the people for a
vote. These ordinances as written would create a “peace officer”
position and impose “taxes” and fines which
would encumber all of us. We should all be
allowed to vote on such momentous issues.
