 Minutes for City Council Special Meeting

November 24, 2006

  Resolution for Public Hearing:

        Resolution 2006-09 A Resolution Appointing Mr. Kenneth L. Klawunder as Municipal Entitlement Lands Selection Agent for the City of Gustavus.

 Becky made a motion “ I would like to make a motion to accept the resolution appointing Mr. Kenneth L. Klawunder as Municipal Entitlement Lands Selection Agent for the City of Gustavus.”  Discussion followed on the work that Ken has done.  Roll Call Vote 5/0.  With Ken abstaining.

  New Business:

 Opening of Annual Snowplowing Contract – Bids were opened at 9:06AM by Lauri Ross. 

Results:

Glacier Bay Construction  $15,750.00

Steve Little                       $ 8,075.00

Fairweather Const.           $16,425.00 who entered a modified  bid at 8:40 a.m.                to $13,700.00

 There was discussion between the Road Committee and the City Council about insurance, proper documentation and on the purchase order amount.  There was a question about the math on Steve Little’s bid submittal.  His bid was re-read.  John made a “motion to contact applicant and verify the discrepancies between unit and total coast on his bid sheet, to determine low bidder.”  After a great deal of discussion, Wayne called for the question on the motion.  Roll Call Vote 4 yes – 2 No and two members of the Road Committee left in order to verify Steve’s bid submittal.

 Discussion followed on the purchase order process, the steps to be followed for call outs as they pertained to the RFQ.  John asked to amend his previous motion to read “ I move to amend the previous motion that passed.  Since the city has the right to reject all bids, I would like to amend the motion to include that the contractor in question be able to present, at the time of bid, clarification on

(a)   a valid Alaska Contractor’s License

(b)   equipment approved by road committee and

(c)    proof that he has meet all insurance requirements and any other stipulation that are a part of the road contract

Discussion followed.  Roll Call Vote on amended motion 5/0

 After contact by the road committee members, it was found that the low bidder, Steve Little, did not have a valid Alaska Contractor’s license.  Consequently, by ordinance, the lowest bid was unable to be accepted by the council.

John motioned “I motion that we accept the bid from Fairweather Construction for snowplowing subject to the ability of the city to fund the snow plowing contract, and that the first purchase order will be for $2000.00 only.  Roll Call vote 5/0.
