General Meeting

August 9, 2007

 

Call to Order:  A general meeting of the Gustavus City Council was held on August 9, 2007 at 7:00PM.

Mayor Marchbanks called the meeting to order at 7:08 PM

 

Roll Call:

Comprising a quorum of the Council the following were present-

                Mayor Marchbanks

                Council Member King

                Council Member Klawunder

                Council Member Nixon

               

Absent:

Vice Mayor Howell – Excused

Council Member Atkins

Council Member Heacox

 

Reading & Approval of Minutes:

Motion:            Council Member Klawunder moved to accept minutes.  

Seconded by:   Council Member Nixon

Agenda Changes:

Resolution number on Resolution 2007-11

Moose Hunting – Requested to be added to Committee Reports by Council Member Klawunder.

 

Ordinances for Publication:

§2007-11NCO DRC Denali Grant

Mayor Marchbanks read 2007-11NCO. Mayor Marchbanks put ordinance 2007-11NCO out for publication and announced there would be a special meeting before the work session next week.

 

§2007-12NCO Additional Funds for relocation

Mayor Marchbanks read 2007-12NCO.  Mayor Marchbanks put 2007-12NCO out for publication and announced there would be a special meeting before the work session next week.

 

Ordinances for Public Hearing:  None

 

Resolutions:

§  Resolution 2007-10  A Resolution in support of Land Committee By-Laws

Resolution 2007-10 was read by the City Clerk.

The Mayor opened the Public Comment Period on Resolution 2007-10. 

Public Comment – None

 

Motion:            Council Member Klawunder moved the City                            Council adopt Resolution in support of the                             By-Laws.

Seconded by:  Council Member Nixon

Comments were given by Council Member Klawunder

City Council Policies & Procedures Published:  None

 

Committee Reports:

§GVFD- Report given by Mark Berry.

Mayor Marchbanks asked for the report that had been requested by Irene Gallion of DOT.

§Lands Committee:  Report given by Council Member    Klawunder.      

§Moose Hunting:  Report given by Hank Lentfer.

§Snow Plowing RFQ# SP 2007-01

The Snow Plowing RFQ was introduced.

The Mayor opened the Public Comment period on the Snow Plowing RFQ# SP 2007-01

Public Comment - None

 

Motion:            Council Member Klawunder moved the City Council accept and approve the snowplowing RFQ as presented by the Roads Committee.     

Seconded by:   Council Member Nixon

Comments and discussion followed about policy and procedures if the City uses all of the funds in the Snow Plowing Budget.

§Publishing of Road Standards for public comment-

Mayor Marchbanks explained that these were being published for the public to comment on.  The Mayor stated that these were for new roads, not existing roads.  Mayor requested comments if possible be in writing. 

 

§DRC requested purchase of new Bobcat tracks-

Mayor Marchbanks stated the Agenda Item.

The Mayor opened the public comment period on the DRC’s requested purchase of new Bobcat tracks.

Public Comment – None

Motion:            Council Member Klawunder moved we accept the request of the DRC for the purchase of new Bob Cat tracks.   

Seconded by:   Council Member King     

Discussion followed.

§RFQ #4 – Change Order Salmon River Boat Harbor-

Mayor Marchbanks asked Council Member Nixon to give an explanation.

Council Member Nixon gave information on this item.

The Mayor opened the Public Comment Period.

Public Comment – Mr. Paul Berry gave comments.

 

Motion:            Council Member Nixon moved that the City   Council Approve RFP#4 for the Salmon River Ramp Barge Project to provide an additional deadman anchor as requested by the design engineer and that we also state that if EDA will not fund this change then we designate that the money will come from the ’05 legislative grant in an amount not to exceed $6,000.00

§RFP Library shelving project-

Mayor Marchbanks turned the presentation of the RFP Library shelving project over to Council Member Klawunder.  Council Member Klawunder explained the RFP.

The Mayor opened the Public Comment Period.

Public Comment – None

 

Motion :           Council Member Klawunder moved the City Council accept and approve the RFP for the Library shelving project.

Seconded by:   Council Member King

§Presentation of process dealing with Boat Harbor comments-

Mayor Marchbanks stated the agenda item.  Council Member Klawunder gave comments on the incorporation of the City, the Strategic Plan and the history of the Boat Harbor since incorporation.  He gave information on the Salmon River Boat Harbor Project and the process that had occurred from inception to current building of the project, and how comments from the public are evaluated.  Comments from Council Members Nixon and Council Member King followed.

§Preliminary Boat Harbor Operating Requirements for Landing Craft and Barges-

Mayor Marchbanks explained that Preliminary Boat Harbor Operating Requirements for Landing Crafts and Barges were being published.

Council Member Klawunder explained the Preliminary Boat Harbor Operating Requirements for Landing Crafts and Barges. 

Comment and question from Council Member Nixon.  Mayor Marchbanks gave comment that the City Attorney had visited the Salmon River Boat Harbor the previous day.  The Mayor gave comment that Council Member Klawunder and Council Member Nixon had gone out and measured the distances for the different size barges.  Council Member Klawunder gave comment on how a barge and tug operate in the river. 

Mayor Marchbanks stated these would be out for public comment.
