General Meeting October 11, 2007
Call to Order: A general meeting of the Gustavus City Council was held on October 11, 2007 at 7:00PM. Mayor Klawunder called the meeting to order at 7:00PM.
Roll Call: Comprising a quorum of the Council the following were present- Mayor Klawunder – via teleconference Vice Mayor Marchbanks Council Member Atkins Council Member Berry Council Member Howell – via teleconference Council Member Nixon Council Member Unkel Reading & Approval of Minutes: Minutes from the September 13, 2007 General Meeting were read by the City Clerk. Motion: Council Member Nixon moved that we accept those minutes. Seconded by: Council Member Atkins

Unfinished Business: § Changes to RFP on Library Shelving Project Mayor Klawunder opened the public comment period. There being no comments given the Mayor went over the changes in the RFP. Motion: Mayor Klawunder moved the City Council of Gustavus accept the Library Shelving Project RFP# LIB 2007-01 with changes. Seconded by: Council Member Nixon Questions and discussion followed.

New Business:
§ Public Comment on Naming Landmarks or Structures in Gustavus Public comment given by- Pep Scott Linda Parker Jim Healy
§ Establishing Rules and Regulations for Boat Harbor Vice Mayor Marchbanks opened the Public Comment Period. There being no one who wished to speak, the public comment period was closed and the matter brought before the Council. Motion: Mayor Klawunder moved the City Council of Gustavus accept the rules and regulations for harbor use by heavy cargo vessel, LCM- landing crafts and Ramp Barges as stated in the documents “Rules and Regulations for Salmon River Harbor”. Seconded by: Council Member Atkins Discussion followed.
Motion to Amend: Council Member Unkel moved to amend that the document Rules and Regulation for Salmon River Boat Harbor -sub heading would be Commercial Vessels. Second by: Council Member Berry

§ Purchase of Transition Plates for Harbor Ramps Vice Mayor Marchbanks opened the Public Comment Period on agenda item. There being no one who wished to speak, the public comment was closed and the matter brought before the Council. Council Nixon gave information. Questions and discussion followed Motion: Council Member Nixon move that the council approve the purchase of these transition plates from Seaport Steel, which was low bid, in the amount of $4,195.39 to be funded from the EDA grant at 79% and the Legislative Grant for the 21% match. Second by: Council Member Berry Discussion and questions followed.

§ Setting Poles to use at Boat Harbor Vice Mayor Marchbanks opened the Public Comment Period on this agenda item. There being no one who wished to speak, the public comment was closed and the matter brought before the Council. The Vice Mayor went on to explain and give information. Motion: Council Member Nixon moved that two pine poles be installed between the two “No Parking” signs on the south side of Boat Harbor Road for roof truss support during freight transfer and signs saying “use at your own risk” would be placed near the poles. Seconded by: Mayor Klawunder Discussion and questions followed.

Public Comment given by: Hank Lentfer Question from Pedr Turner Mary Hervin Council Member Atkins Mayor’s Report Given by Vice Mayor Marchbanks § Letter of resignation from Diane Klawunder from Marine Facilites Committee effective January 1, 2008. § Letter of resignation from Thomas Imboden from the Lands Committee effective immediately. § Looking to establish a committee to work in conjunction with the Endowment Committee and working with the budget. § Two new appointees to the Road Committee – Abigail Caulkin, Joe Lassiter. § Appointment of Jim Martell to the GCN Committee. City Clerk Report § Appreciation was given to the Election Judges and Election Judge Clerks for the October 2, 2007 Municipal Election. Public Comment on Non-Agenda Items § John Jackson – Public comment concerning another TV station in Gustavus. § John Jackson – Public comment concerning motorized vehicles on public beaches and asking what could be done about that. § Jim Healy – Public comment concerning the dock. He would like a copy of the plan for the dock and he would laminate it and display it at 4 corners. He also gave comment about Alaska Marine Highway ferry service. He would like the council to talk to AMH to find out about being put on their schedule. City Council Comments: § Mayor Klawunder stated that Vice Mayor Marchbanks would be the Council Member talking to DOT concerning the Dock. § Mayor Klawunder talked about the DCCED survey grant. § Council Member Unkel gave comments concerning funding of another TV station in Gustavus. § Council Member Berry stated it was humbling to be sitting at the Council table. Executive Session: None Adjournment: With no further business before the Council the meeting was adjourned at 9:02PM. |
