City Council Emergency Special Meeting
September 5, 2008
Call to Order: A Emergency Special Meeting of the Gustavus City Council was held on September 5, 2008 at 9:00AM.
Roll Call:
Comprising a quorum of the Council the following were present:
Mayor Klawunder
Vice Mayor Marchbanks
Council Member Atkins – Present until 9:30AM Council Member Berry
Council Member Nixon
Council Member Unkel
Council Members not in attendance:
Council Member Howell
New Business:
§ City Clerk’s resignation
Public Comment: Kim Ney
Council discussion.
Motion: Council Member Unkel moved to reconsider the wage
increase proposal and benefit package offered to the
clerk.
Seconded by: Vice Mayor Marchbanks
Council discussion followed.
Motion retracted by Council Member Unkel
Motion: Vice Mayor Marchbanks moved that we reconsider the
wage increase for the City Clerk that was made after
the executive session on August 14th.
Seconded by: Council Member Nixon
Discussion followed.

Motion Passes 5/0
Motion: Council Member Nixon moved that the City Council increase the wage by 10%.
Seconded by: Council Member Unkel

Motion: Council Member Unkel moved that the City of
Gustavus proceed to obtain health insurance for
their permanent full time employees as part of their
salary package.
Seconded by: Vice Mayor Marchbanks
CONFLICT OF INTEREST: Council Member Berry declared a
conflict of interest because he is an
employee.
RULING: Mayor Klawunder ruled that Council
Member Berry does have a conflict
of interest because he is an employee.

No: None
Recused: Berry
Motion Passes 4/0 with 1 recused
Motion: Council Member Unkel moved that the City provide payment in lieu of health coverage until at such time
that medical coverage can be obtained.
Seconded by: Vice Mayor Marchbanks
Council discussion followed.
Motion: Council Member Nixon moved to amend the motion to
reflect that this would be as of the date of the last pay
raise.
Seconded by: Vice Mayor Marchbanks
CONFLICT OF INTEREST: Council Member Berry declared a
conflict.
RULING: Mayor Klawunder ruled that Council Member Berry should not vote.
Motion withdrawn by Council Member Nixon.
Motion: Council Member Nixon moved to amend the wording
be changed to the anniversary date of hire.
Seconded by: Vice Mayor Marchbanks

Motion to Amend Passes 4/0 with 1 recused
Motion: Council Member Unkel moved to amend the motion
that the amount not exceed $500.00.

Motion: Council Member Nixon moved to amend to add
permanent full time, and after the word $500.00 the words per month be added.
