2.40.030A Gustavus City Council Involvement in Public Issues
Concerning what issues the Council will become involved in
Policy:
The City Council of Gustavus will provide appropriate time for consideration and deliberation of all issues coming before it prior to taking action on or making decisions about those issues.
Procedure:
The City Council will consider all of the below mentioned items during deliberation;
- Does the issue so divide the community that a hasty or ill-advised decision will jeopardize the authority or official standing of this Council and;
- Does the authority to make a final decision about the issue reside in another assembly, a council, commission, board or any other ruling body and;
- Will a determination of the matter by the City Council of Gustavus have a positive or detrimental impact upon the citizens of this community and;
- Will research and analysis to properly address the matter demand undue Council time and energy in order to make an appropriate decision and;
- Will a decision by the Council exacerbate an already divisive situation without a compelling reason for involvement or;
- Will omission of the issue from the Council's agenda potentially have a negative impact on the health, safety or well-being of the community?
If the City Council of Gustavus decides not to address an issue after thorough consideration, a formal decision will be made during a City Council meeting at which time the decision will be entered into the record.
