Annual Work Plan
Instructions for completing the AWP, whereby each city entity specifies what it will do each fiscal year
Each committee, department, and board completes an Annual Work Plan as a required part of the city's planning and budget process. The AWP is where you decide what you are going to do in the coming fiscal year. You must prepare your plan in a public meeting with the work plan posted as an agenda item.

Tips and blank forms
- Refer to the sample completed AWP when reading these instructions.
- Complete the form in the sequence listed below.
- If you want to type your answers directly into the form, use the .doc version of the form.
- If you prefer to write your answers in the form with a pen, use the .pdf version of the document. Help with electronic files...
- Either way, your planning committee liaison should provide you with pre-filled forms to give you a head start.
Column A: Goals and Projects
- List your broad, overall goals, numbering them I, II, III, etc. Goals are broad statements about desired future conditions, such as "assure clean air and water." You probably need only one or two of them to include all your activities.
- List your projects, numbering them IA, IB, IIA, IIB, etc. to show which goal they further. They are still somewhat general, such as "set up air quality monitoring program."
- If this is your first Annual Work Plan, include one or more projects that include your routine, core operations.
- If you have defined your core operations in a previous Annual Work Plan you do not need to list them again this year; just list any changes.
Capital Requests
This might be a good time to fill out a capital requestfor each project you have listed. The capital request form includes a budget and time line that you can use for the next columns on the AWP.
Column B: Time Line
Leave blank for goals. For projects, when will you be working on this project?
Column C: Needs
Leave blank for goals. For each project, give a brief description of what will be needed. Include the dollar amount and funding source. These should come from and agree with the capital requests for each project.
Column D: Accomplishments
This column is completed after your budget has been approved by the City Council, so leave it blank when you submit your budget. Then enter your accomplishments each quarter as the year progresses to communicate your progress to the City Council during your required quarterly reports.
Congratulations, you have completed your Annual Work Plan, the first step of the budget process! Next step (if you have not done it already): complete a capital request for each project.
